Make sure you feed "Makefile.PL" to perl5, not to any shell, not to perl4, and not to COMMAND.COM either. If you haven't got perl version 5 (type "perl -v" to find out), then you must install that first before you can use libnet. Ask you local system administrator for help if you still cannot get things working.
