There are several fixes.

This is rebased to the latest blead.  It likely won't merge automatically.

It would be really good to run this on a DEBUGGING perl, manually if
necessary, so we can look at that output.  The smoker code you've been
using (as I showed in my message 6 hours ago) is not getting far enough
to build such a Perl, and that explains why all the extra debugging
stuff I've added isn't coming out.  Best would be to get the smoker code
building DEBUGGING, but failing that in the short term, I'd appreciate a
manual run with that compile option.

Somehow Configure is thinking that a shell variable, $ccflags, is really
a literal file name.
