This is the first time I can recall that the smoke report gave partial
fail results. The errors appear to be from the same cause:
CEE3204S The system detected a protection exception (System Completion
Code=0C4).

which appears to be a setlocale() call. I don't know what this error
means. I am making changes to the locale handling, so will defer
