Yes, but OS390::Stdio is broken in many places,  it’s not been maintained since 
2002.  I had fixed many of the issues (except the SVC99 then lost all the 
files) and while I agree it’s the most likely solution as you cannot use perls 
open for a dataset and was my recent recommendation also.  I do have concerns 
about support for it.  2002 is a long time to have gone unmaintained and having 
known bugs
