Some bleadperl fixes for the tests under MacPerl were integrated, but in a
slightly different form than the original patches.  They've been simplified
which eliminates the need for VMS specific code to fix the MacOS specific
code.

The Test::Harness::Straps part of 16938 has been defered until Pudge gets
back to be with some more data.  The patch only addresses the symptoms, the
real problem is likely elsewhere.

Because of all the MacPerl fixes, Test::Harness now requires File::Spec.  So
pre-5.004_05 users will have to install File::Spec, which is likely the
least of their worries.


And Andy finally gets his global $Strap so he can begin toying with
Test::Harness::Straps subclasses.

    - $Strap is now a global to allow Test::Harness::Straps
      experimentation.
    - Little spelling nit in a diagnostic.
    - Chris Richmond noted that the runtests() docs were wrong.  It will
      die, not return false, when any tests fail.  This is silly, but
      historically necessary for 'make test'.  Docs corrected.
    - MacPerl test fixes from Pudge. (mutation of bleadperl@16989)
    - Undef warning introduced in 2.24 on skipped tests with no reasons 
      fixed.
    * Test::Harness now depends on File::Spec

    * Nikola Knezevic found a bug when tests are completely skipped
      but no reason is given it was considered a failure.
    * Made Test::Harness::Straps->analyze_file & Test::Harness a bit
      more graceful when the test doesn't exist.
