I think if we can include it in the CPANTS tests so there might be
several metrics:
has_license_in_yaml
has_license_in_source
(though I am not sure if that should mean the main .pm
file only or all the files or what)
licenses_are_consistent
that would make a nice step in advocating putting licenses on modules.
