You can send test reports from Cygwin. Test::Reporter connects directly to perl.org MX (you need Net::DNS for that or it will use predefined). If you want, I can send you my version of Test::Reporter that can use HTTP.

As for CPAN smoke, CPAN::YACSmoke tests fail on Cygwin.
