I suspect that some of the stuff in Test::Harness, such as Straps.pmand Point.pm, would go away. That's a bit of concern for me as I've noway of knowing how ubiquitous their use is. I do know that a few people are overriding straps -- 'prove' even has a switch to let you override it directly -- and that might be an issue.
