Not that it's part of CPAN, but I also have written a magazine article
or two using Test::Harness::Straps, so it's in the public corpus of
such usage.

I do indicate:
The Test::Harness module inherits its core functionality from
Test::Harness::Straps, which is still in development.

I haven't checked the fine print yet but I suspect it'd be possible
to support code that uses Straps as you do there.
The thing I'm fairly certain we can't do is support the case where
someone subclasses Straps and plugs their replacement into
Test::Harness. I'm guessing / hoping that that's a relatively rare
occurrence?
