I think this is the way to go. I'm using it for execrc and I'll be using it for .runtestsrc, so I suppose that keeping The One True Format would be a good thing (also, YAML is likely to be used in TAP 2.0). And I do agree that TAP output is too limited for the current needs being discussed.
