For me the missing link is working out how TAP::Parser becomes Test::Harness. TAP::Harness is pretty solid now but I don't know how
we plan to make the transition.

Who's got the plan?

Since we haven't had a huge amount of feedback from folks about
Test::Harness::Compatible, as soon as we feel comfortable, I recommend
we push out a developer release.  Correct me if I'm wrong, but I think
this would be as simple as:

1.  Have Andy Lester give appropriate permissions on CPAN.
2.  Rename Test::Harness::Compatible to Test::Harness.
3.  Give it an appropriate version numer (2.99_01 or 3.00_01?).
4.  Upload.

In fact, we could do that now.  Since it would be a developer version,
cpan and cpanplus aren't going to install it.  Someone would
deliberately have to install it by hand.

We *cannot* risk breaking the toolchain for everyone, but this is
people volunteering to take the risk.

I haven't followed too closely, but has anyone checked with the CPAN smokers to see if they can set up the new harness on their test systems to use when they are testing modules on CPAN?
