There is no question that perl5-porters needs more win32 talent. Currently there are only a few of us using win32 at all on p5p, and frankly the only reason I have a win32 box at all is a combination of lazyness and because Nicholas Clark keeps reminding me that we need win32 testing. So if you have a win32 box, and decent compilers (particularly Visual Studio style compilers) and feel like helping out then there is lots to do.
