Because the system in place was essentially a quick fix in response to the weight of criticism for receiving the full set of reports. As such it hasn't been fine tuned to ignore reports for old distributions .. yet. I have been rather busy with other things (see next post), and haven't had a chance to continue work on the preferences system.
