No, it didn't.  I know several core people, myself included, that were
very interested in pulling the SDK together since that would ease the
pressure of adding stuff to the core distribution.

That wasn't the main reason, AFAIK.  The main reason was that the
authors of some of the most important modules/distributions said 
that they don't want their modules/distributions to be be package
like this.

There was also some more minor squabbling over which of modules A,
B, or C that offer kinda like some functionality should be included.
But that was relatively minor.
