[Encode] 1.64 Released

[Dan Kogai]

I am recovering from cold when I released Encode-1.64, avaiable as 
follows.

Whole:
        http://www.dan.co.jp/~dankogai/Encode-1.64.tar.gz and CPAN
Diff agains current: 16529 lines (because of new euc-jp.ucm)
        http://www.dan.co.jp/~dankogai/current-1.64.diff.gz

Though no piece of code has changed, the updated euc-jp map alone is 
worth a new release so come get it.

   Now decodes euc-jisx0213 also.  CAVEAT: encode("euc-jp"...) and
   encocde("euc-jisx0213") are still DIFFERENT.
