Hope I'm not stating the obvious, but have you tried
Win32::NetAdmin::LocalGroupGetMembers("<server>","Administrators",\@user
s)?
As long as you have local admin rights on the target machine it should
work.

Anyone got any hints on remotely checking membership in the
administrators group on the a local (not domain) machine account?
Everthing I look at either has to be executed on that local machine or
is geared toward checking domain groups.
