I've got a perl module that has create/delete/modify/change_password stuff
in it.... e-mail me if you want me to send it to you.  I will state that
this is home-grown and so may not work in your environment, but it has stuff
you could start with.

alternative you could try the addusers utility in the
resource kit. Apologies to the purists.
