I have used the ActiveState Perl Developer's Kit which
includes a tool "PerlApp" for creating executables. 
Go to their web site www.activestate.com and download
a demo.  The developer's kit includes many other
features, eg: Visual Debugger, Create ActiveX controls
etc.  I've personally used it for several years now
and it is COOL!
