I have no experience with SOAP::Lite (which I presume is what you're using)
but:

Have you tried setting environment variable HTTP_PROXY on the relevant
clients? Example:

SET HTTP_PROXY=http://webproxy.yournet.org:80/

This works for ActiveState PPM - or used to. I've been afraid to try this
year's model, given all the traffic on this list about it.

This and other useful environment variables are described in the
documentation for LWP::UserAgent, but I have no idea why someone without
intimate knowledge of the packages involved would look there. I found it by
searching the HTML directory.
