Wish I did.

As previously mentioned, Dave Roth's
http://www.roth.net/perl/scripts/scripts.asp?ProcList.pl
will do the job under (among others!) Win2K.

I've been doing a module, Win32::ProcInfo, based pretty strongly on the
above script. I'm calling it beta (current version 0.002). Right now I'm
just mailing it to people, since I haven't gone through the bureaucracy of
staking a claim on that name in CPAN, and haven't even found how to
contribute to ActiveState (am I the only one who has trouble finding things
on their website?). Plus, I'm worried that Win32::IProc will turn up, in
which case we'll have a duplication of modules. Not that _that_ hasn't
happened before, but I was hoping not to add to the confusion.

Anyhow, I have tried it under Windows 2000, and NT 4.0 (without WMI
installed). It works both places, but how much information you get depends
on what OS you're on. If you're interested in a module rather than a
script, let me know and I'll send you a copy.
