The SC.exe command can be used to create services. The at.exe command can be used to add/remove tasks to the command line side of the task scheduler. On the GUI side of the (same but different) scheduler, see if you can create tasks, then copy and paste them to another machine. There is a perl mod for adding and removing tasks. See what modules Dave Roth has on his site http://www.roth.net/.
