I am setting an explicit set (2) of ACEs on every individual user account
that I create.  One for the Everyone "group" and for NT Authority\SELF.
 All of the explicit ACEs are at the top of the ACL and the inherited ones
are at the bottom of the ACL.  When I input the two ACEs that are neccessary,
they get place near the middle of the list at the end of the explicit ACEs
and the beginning of the inherited ACEs.  I need to put them at the top
of the explicit list to be at the very beginning of the ACL altogether.
