I'm sure someone will have an easier way, but this does it:
(The $time variable will have the format you want.)

#!perl

$ourtime=localtime();
$ourtime=~s/ +/ /g;
($day_word,$month,$day_num,$time,$year)=split(/ /, $ourtime);
print "TIME: $time\n";
