You can use, from the resource kit, the pulist command form the command line:
my @jim = `pulist \\frank`;

which will list the processes on frank and put all the results into the array @jim. 
You can then parse the results and display them. This assumes you have already 
authenticated with the computer frank.

How to do this from 'pure' perl, I do not know.

As for Win95...you're on your own.
