There is an rshsvc that can be installed from the resource kit for Win2000 and NT,  
but you do have to install the service. Not sure of a way to do it without this.

I've use rsh on Unix to fire off programs on 
remote UNIX boxes.  Can you do this with perl on
NT/2000 class machines WITHOUT installing (perl
excepted) 3rd party software?  If not, how do you
