Check out Win32::Service.   And yes, you will, most likely, need Administrator level access on the remote computer to do this.

Subject: Stop remote service

Hi,

Is there a way to stop remote service? (Remote machine can be either NT or W2K).

Do I need any specific permission for that?

Thanks,

Eran
