That's a symptom of a missing file in the archive. If you run
it in the debugger, you can see that it's trying to use the XML
parser to parse the "file not found" page from ActiveState.
Which now is blowing up (I'm guessing that an older XML::Parser
didn't do this).
Have you checked to make sure that the file you're trying to install
is actually in the repository?
