First, you'll have to compile Perl with minGW. You won't be able to use
a compiled
module with a Perl that was compiled with a different compiler (at least
on Win32).

Start with reading the perldoc on Config. And perlwin32.

These describes (many of) the Config.pm settings, and how to compile.

We've just been having a long discussion about Config.pm (the Perl one,
not the
CPAN one <g>). You might like to read it in the archives.
