Answer: Lazy admin. :-) Not even I have FTP access to it. Notified them a
two weeks ago. I was unaware about the ASP issue, though. Might be that they
don't know how to install ActivePerl.
I've been drowning in to-do's myself (for the past year, but really intense
now), so no time yet to hunt them down. But, agreed, it's a pain in the
neck. Hopefully time soon ... and time for updates maybe. I tried to update
it some time ago, but too much stuff came in the way, and a
format-harddrive-without-thinking-first ruined it. (Oh, the joy of
beta-software.)
