cgi scripts on Windows ME

I have recently downloaded the win32 version of perl for my Mindows Me
machine.  I am having problems getting cgi scripts to run in my
browser.  Perl scripts I can run with no problem but when I try to open
a cgi in Netscape it opens it like a text file.  I am starting to get
frustrated.  someone please help.
