this is a stab in the dark, but i was having problems with my install on a
win2k machine.  the problem wound up that i had mapped cgi-bin to a
directory within "My Documents" and IIS/Perl didn't like it.  i moved
cgi-bin to a directory without spaces or long file name (c:\inetpub\cgi-bin)
and everything worked fine.
