I ran into the same problem when trying to run ppm against the activestate
web site. I solved it by downloading DB_File.zip and then running the ppm
command locally. (This is on W2K Server). Here are my exact steps:

o download DB_File.zip from
http://www.activestate.com/PPMPackages/zips/6xx-builds-only
o unzip to directory c:\dbfileppm
o cd c:\dbfileppm, type: ppm install DB_File.ppd
o Installs files as follows:
* C:\Perl\site\lib\DB_File.pm
* C:\Perl\site\lib\auto\DB_File\DB_File.bs
* C:\Perl\site\lib\auto\DB_File\DB_File.dll
* C:\Perl\site\lib\auto\DB_File\DB_File.exp
* C:\Perl\site\lib\auto\DB_File\DB_File.lib
* C:\Perl\site\lib\auto\DB_File\autosplit.ix
