This has nothing to do with the web. Try Perl-Win32-Users or the ActivePerl
list.
It probably has nothing to do with Win32, either -- try Perl-Unix-Users.

You create it by running "h2ph" (part of the Perl distribution) on the
include file /usr/include/sys/soundcard.h. You probably won't have this on a
Windows system.

It requires sys/soundcard.ph to be present.
