perl cgi script testing

Can anyone tell me what the best way to test a cgi script is without uploading it to a server??  I there anyway I can do this using active perl??  And is there any way I can do this by viewing a html form and then submitting it and etting the results I want??  I have the form, I have the scripts, but I can't get them to upload anywhere.
