I imagine, by the context, that he was completely misquoted and edited
here. I am guessing that the part about complexity, etc. would have been
followed by 'but our tools help make Perl development a breeze' or
somesuch. 

It's a horrible article anyway just by the way it has no point, no meat of
the matter and enough buzzwords to propel the titanic across the atlantic.
I'm not even optimistic that readers got past the first paragraph if
skimming.
