I go beyond the bleading edge of Cygwin. I put the latest nightly snapshot on my PC before rsync'n perl and smoking. I've created a procedure to be able to switch back over the nightly snaps until it works. Not as automated as Andres' scripts in blame digging, but still, good for both. I do this in combination with installing the latest (even beta if available) utils and development tools. On HP-UX and AIX, I try to build the monday snaps from gcc once in a while, but at the moment, AIX ain't happy with that.
