This is true. But what it perl's largest and most popular application? Many
people think Perl and CGI are in fact the same. They are so closely bonded
that it's by far perl's most popular cross platform use.

Yves and Nick have covered the other points. The module that fixes this
solution does indeed belong in the core. I would be very useful not only to
Perl and a CGI processor, but in all it's other applications. Being able to
control Perl CPU, memory and running time behaviour has got to be a plus in
all applications. Particularly when testing and debugging complicated new
programs.
