Probably more than you might think.  Depends on what you're trying to
accomplish and how much of it you can automate or pass off to the user.

They already have their own distribution so I don't see how it would be in
their interest to do so.

If its your distribution made and maintained by you, yes.  That's perfectly
compatible with the licensing of most CPAN modules.

If you expect anyone else to help out without getting paid, no.

People have tried this idea over and over and over again and have largely
gotten no where with it.  It usually all falls apart when they try to
decide which XML parser to include.  Beware the quagmire you're walking into.
