I did put in a patch based on #18745
- jit/i386 test for fcomip (old pentiums don't have it)
- NEW feature.pl/feature_h.in to actually use the test result
- extended genfile() to eval the feature_h.in file - this is the most flexible way to generate some config defines - if it's too dangerous feel free to make it more safe.
