FYI, the line `icu-config --exists`;
generates a message to stderr, which un-prettifies the configure output:
Testing snprintf .....................................................done. Configuring ICU if requested..........................................Can't exec "icu-config": No such file or directory at config/gen/icu.pl line 42. done.

I have no idea - first I have seen it other than when I built ICU many moons ago.
I would propose that if Configure.pl does see any other icu config flags that it not attempt to auto configure.
