Instead of trying to maintain a monstrous list of what versions of GCC have what capabilities, use some simple empirical tests to figure it out at configure time. This is a solved problem that needs to be brought over. P5 has done this for a while, and I've added the functionality for all the - DHAS_ATTRIBUTE_* flags myself in P5-land.
