rename the cygwin dll from libparrot.dll to
cygparrot$MAJOR_$MINOR_$PATCH.dll
We would have some options for the delimiter from previous experience,
"." "_" or "-".
"." might break some simple scripts
"-" is used in the Xorg package dll's.
"_" is used in perl5
So I went for _
cyg is the preferred prefix over lib, supported by libtool and makes it
visually seperate from a mingw build.
Adding _$PATCH also will help in testing multiple versions.
cygwin needs the lib in the PATH.
Note the seperate ticket http://rt.perl.org/rt3/Ticket/Display.html?id=56562
for the patch to add the importlibrary libparrot.dll.a for cygwin, so
that a straight -lparrot is supported.
