If exports() could take arbitrary symbols, just like @EXPORT, for
example:

  if ( Foo->exports('$DEBUG') ) {
     $DEBUG = 1;
  } else {
     $Foo::DEBUG = 1;
  }

Then I could see it being a more useful addition.
