Yes, I believe that that's the usual solution to resolve the problem of any system that is sufficiently borked to be sending garbage to the list or the sender. I think that at times there have been utterly brain dead challenge response systems that have managed to repeatedly get themselves subscribed - they tend to get banned. (Seems totally reasonable, given that the perl.org sysadmins are volunteers, and have many better things to do than offer free consulting to the admins of badly behaved third party systems.)
