Yes, one need only read through all the RFCs to get an idea how bad it
could get. Avoiding the second system effect is the primary reason
I agreed to be the Language Designer for Perl 6.
Every new feature has to justify itself in terms of power and practicality.
So does every old feature, for that matter. The only way to avoid second
system effect is to be as good at leaving things out as you are at putting
things in. That is the precise point at which committees fail.
