Do you reckon you might be able to convert this hebrew morphological
lexicon (Mila Knowledge Center Hebrew Lexicon):

Into something like this format:
http://wiki.apertium.org/wiki/Speling_format
Basically it would probably involve some scripting with perl or python
or something. I could probably do it, but I don't speak Hebrew, so its
difficult to know if the output is good or not.

PS. There might be some remuneration in it if it turns out to be more
