Hi All. After some investigation and documentation reading, I found out that the problem was that I used EV. It seen that EV is the best event loop, for linux. it is very limited on Windows. luckily, I used AnyEvent, so switching to other event model, (that is, the internal AnyEvent::Impl::Perl) was trivial. now it works.
