There are lots of generic forums and wikis.
In the draft I send I was thinking about showing how to use the
project specific mailing lists, IRC channels, forums and wikis work,
if they exist.

The best generic web forum for Perl is Perl Monks http://www.perlmonks.org/
while http://stackoverflow.com/ is an even more generic forum hosting questions
and answers in various topics, including Perl.
