Isn't it the green grasshopper (==חרגול). I think that it should be just the same as the one that Gabor uses for the PTI (Perl Training Israel) site - http://pti.co.il/ .
Well - now I have checked - and as Ynon noted - there seems to be no logo ... at least not on the Israel.pm site. On the other hand the site's "favicon" (the small logo on the address bar of http://perl.org.il/) is the same as in - http://pti.co.il/ .
