Once you've considered it, go to http://act.perl.org.il/ipw2012 and submit it! :) I've personally submitted another talk proposal called "CGI.pm MUST DIE!" about web programming with CGI and how to move away from other tools (whether Plack/PSGI, Dancer, Catalyst, etc.) and why you should not use CGI anymore.
